有關2013/14年內地免試招生成績合併資格事宜

我是2012年DSE考生，考獲443333成績，但無緣入本地大學，去年亦沒有申報內地免試招生，於是便打算參加今年的免試招生計劃，但經我查詢後他們都說要待今年才會有通告，於是我一直留意著，也有致電當局查詢，可是我到了3月才知道如要報名今年的計劃，必要報考任何一科DSE科目，但是報名時間已經截止了......我再三請求，當局亦不矛允許，然後我致函於教育局，內容如下：

Dear Sir/Madam,

I am writing to express my opinions about the policy of Pilot Scheme whereby some Mainland Higher Education Institutions will Exempt Hong Kong Students from Examination for Admission 2013/14, hoping Education Bureau to listen my little voice.

To begin with, as a Form 6 student last year, I got the results of 443333 in DSE and unfortunately couldn’t take the university ticket for local colleges and missed the Mainland Higher Education Institutions will Exempt Hong Kong Students from Examination for Admission 2012/13. Alternatively, I entered the Hong Kong Academy of Chinese Medicine in order to fulfill my dream for a Chinese Medicine doctor by finishing the diploma in a year and then step in the Nanjing University of Chinese Medicine. However, the cost of the course is $13000 per year, which is much higher than stepping in the university by entering the above scheme.

　　Thereby, from the last summer to now, I was keeping my eyes for any news about scheme. After that, the most exciting thing is that there is the schedule about the scheme I discovered recently. Then I kept dialing the phone of the China Education Study Exchange Center for realizing the arrangement. However, what they said was sitting for anyone subjects in DSE 2013 and having the “combined cert” is the minimum qualification of the scheme. Then I asked HKEAA whether I can have an opportunity to do so. And of course, they insisted on rejecting no matter how I entreated their permissions. Then I told the response of HKEAA to the staff of China Education Study Exchange Center. They said they were sorry that I couldn’t enter the scheme above even though my result is acceptable.

　　Undoubtedly, I understand that there should be regulation for any authorities to observe so as to stabilize the operation of the work. But basically the policy made is for anyone in need. Why the policy cannot cover the minority like me or the others who are thirsty for chasing what we want? Is it the right time to change but not just standing to say sorry – “we cannot accept your application.”? Besides, I also understand the authority should take care of students this year first. However, by comparing those students last year like me and students this year, what is the difference if I just sit for 1 subject and then combing my last-year certificate for the best result? It is almost the same if I just get any lesser level in any subjects this year.

　　To be honest, my family is not so rich. In order to enter the university I want, I have been working 9-10 hours a day, 5-6 days a week, schooling in the morning on Mon to Fri, getting more and more difficulties and tiredness. And all I want is just to alleviate my family’s burden and finish my studying. May I have the chance to do so, please? Thank you.

Dear Michael,

Thank you for your email. I am authorized to reply as follows.

In accordance with the guidelines of the Pilot Scheme whereby some Mainland Higher Education Institutions will Exempt Hong Kong Students from Examination for Admission (the Scheme) 2013/14, only applicants sitting for the 2013 Hong Kong Advanced-Level Examination (HKALE) or Hong Kong Diploma of Secondary Education (HKDSE) are eligible to apply for the Scheme in 2013/14.

If applicants wish to apply for the Scheme 2013/14 with a combination of two years of HKDSE results (or two years of HKALE results), they must sit for the 2013 HKDSE (or HKALE) examinations. There is no restriction on the number of subjects to be taken in the 2013 HKDSE (or 2013 HKALE) examinations by the applicants for the Scheme.

If you have further queries regarding the Scheme, you may wish to contact the China Education Exchange (HK) Centre direct (Tel: 2542 4811). Thank you again for your valuable opinions. We will convey your opinions to relevant bodies for future reference.

而我的問題好像依然得不到正面的回覆，在此我想重申一次我的問題：

1) 如果以合併成績來計算，今年考獲的成績比上年差，那當以去年的作計算，那跟沒有報考今年DSE有什麼區別？為什麼不可以用去年的成績報名？

2) 為什麼當局不可予以酌情的空間，給予我們這些真的有志於報讀內地大學，而只是差那報考的一步、小數的一群？那不是很讓人惋惜嗎？

3) 規定縱然既然是為了讓人遵守、穩定人們的工作、為人而設立，但是這些規定又是為了什麼、為了誰而定？

乐观地想，反正內地大学在香港也没多少竞争力
比如內地教学环境用中文，然后香港很多公司內部用英文交流。
还是你想在內地发展，由月拿3000元做起？

沒辦法，大家也是按規則辦事，何況這不是單方面香港教育局負責的，主導權是在中國內地手中。如果你只有2012成績，你可以試一試暨南大學的面試。四核心+一選修夠12分參加面試，通過面試就可以讀year1.

如果我是2012　DSE考生，那在2014年可以用合併成績來參加免試招生嗎？
